Why Construction Is Different

A Crew Is Not a
Remote Hire

Most Employer of Record providers were built to place a software engineer at a desk. The employment problem they solve is a tax registration and a benefits enrollment. Nothing about that model survives contact with a jobsite.

Construction crews form and dissolve with the work. They cross state lines mid project. They carry workers compensation classification codes that swing premiums by multiples. They trigger certified payroll on public jobs, USL&H the moment the work touches a dock, and federal cybersecurity requirements on defense sites. That is a different discipline, and it is the one Revelation was built around.

the field difference

Revelation is headquartered in Mobile, Alabama, with offices in Houston and Pascagoula. We are physically in the markets where this work happens, and our insurance portfolio is underwritten for the environments a jobsite actually puts people in.

Five Problems a Jobsite Creates
1
Project Based CrewsOnboarding and offboarding runs continuously instead of once a quarter
2
Classification Exposure1099 labour is construction's most expensive audit risk, and it flows up to the GC
3
Comp Codes and EMRTrade classification drives premium, and one bad claim year follows you for three
4
Public Work PaperworkPrevailing wage and certified payroll keep contractors off bids they could win
5
Crews That TravelEvery new state adds registration, withholding, unemployment and comp obligations

The Compliance Stack

Six Requirements a Construction
Crew Can Trigger

These are the obligations that separate field employment from desk employment. A single crew can trigger several of them in the same week.

Worker ClassificationThe 1099 Trap

Paying trades as independent contractors looks cheaper until a Department of Labor audit, an injury without coverage in force, or a state unemployment claim triggers reclassification. Back taxes, penalties, interest and uncovered claims all arrive together. General contractors increasingly carry liability for misclassified labour down the chain, which is why more of them now demand proof of W-2 employment from every workforce supplier on site. On an EOR, every worker is a W-2 employee with taxes withheld and comp in force.

Public and Federal WorkPrevailing Wage and Certified Payroll

Federally funded projects require prevailing wages set by trade and locality, documented through certified payroll reporting, and many state and local public projects carry parallel requirements. For a contractor without the administrative infrastructure, that paperwork is reason enough to skip the bid. On an EOR platform the reporting is an output of the payroll run rather than a separate department, and public work becomes biddable.

Insurance PremiumComp Class Codes and EMR

Workers compensation premium in construction is driven by trade classification code and by your experience modification rate. Misclassified codes create both audit exposure and overpayment, and a single bad claim year raises your cost of labour for three. Revelation classifies by trade, manages claims to closure and runs return to work programs to protect the modification rate. See risk and insurance →

Waterfront ConstructionUSL&H and Maritime Exposure

The moment construction work touches a dock, a terminal, a shipyard or navigable water, state workers compensation stops being sufficient. Longshore and Harbor Workers coverage is federally required, and Maritime Employers Liability sits behind it. Port and marine terminal construction routinely crosses this line without the contractor realizing it. Revelation carries both. Read the USL&H guide →

Defense ConstructionCMMC and Site Access

Construction on defense installations, naval yards and contractor facilities pulls the workforce partner into the federal cybersecurity requirement, not just the prime. If your EOR holds employee data connected to a controlled contract, its certification status becomes your problem during an audit. Revelation is CMMC certified. What CMMC requires →

State SpecificAlabama Construction Employer Fee

Alabama imposes a separate fee on construction employers, administered through the Department of Revenue, that sits outside standard payroll tax. Contractors running crews on projects both inside and outside Alabama during the same quarter must allocate covered wages accordingly. We track and administer it as part of the payroll run rather than leaving it to your bookkeeper to discover.

Platform vs Field EOR

Why a Global Hiring Platform
Cannot Field a Crew

Software led EOR platforms are good at what they were built for: onboarding a knowledge worker in a new jurisdiction. The gap is that a jobsite asks for things their model does not contain.

Trades We Employ

Every Craft on the Site

Commercial, industrial, infrastructure and marine construction. Roofing is the one trade we do not employ, due to its risk profile and coverage requirements.

Two Ways to Partner

Back Office, or Full
Operating Partner

Done With You

You own the client relationship and the invoicing. Revelation runs as your back office employment engine: onboarding, weekly payroll, workers compensation, certified payroll, benefits and HR, under white labelled documentation carrying your branding. Built for established trade staffing firms that need compliant employment infrastructure behind relationships they already hold.

Done For You

Revelation operates as a full employment partner: contracts, terms, certificates of insurance, client billing and accounts receivable, with consultative support on safety, pricing and contract structure. Built for growing firms that need the full operational stack and want the receivable risk carried for them.

“We believe great partnerships build great businesses, and every relationship we enter is one we invest in for the long term.”

FAQ

Construction EOR Questions

What does an Employer of Record do for a construction company?

+

The EOR becomes the legal employer of your field crews. It runs weekly payroll, withholds and files taxes in every state the crew works, carries workers compensation matched to trade classification, administers benefits, produces certified payroll on public jobs, and handles HR and safety compliance. You keep full operational control of who works, on which project, and under whose supervision.

Can an EOR produce certified payroll for prevailing wage projects?

+

Yes. Rates are applied by trade and locality, hours are documented, and the certified payroll report is generated from the same system that produces the weekly payroll, which makes public work biddable for contractors who previously avoided it.

Does an EOR eliminate 1099 misclassification risk?

+

Structurally, yes. Every worker on the platform is employed as a W-2 employee with payroll taxes withheld, workers compensation in force and overtime tracked. That removes the reclassification exposure that produces back taxes, penalties and uncovered injury claims, and it stops classification risk from flowing up the chain to the general contractor.

When does construction work require USL&H coverage?

+

Once work occurs on or adjacent to navigable water, including docks, piers, terminals and shipyards, the Longshore and Harbor Workers Compensation Act applies and state workers compensation is not sufficient on its own. Revelation carries both USL&H and Maritime Employers Liability.

How fast can crews be deployed into a new state?

+

Registering your own entity in a new state typically takes several weeks before the first legal paycheck can be issued. Because Revelation already operates in all 50 US states, crews can be legally employed in a new state within days, with withholding, unemployment insurance, workers compensation and reporting already in place.

What benefits do construction employees receive?

+

Blue Cross Blue Shield medical across a four plan structure, including a lower cost MVP plan, plus dental, vision, 401(k), life and disability. Enrollment is effective the first of the month following hire. ACA administration and reporting are handled as part of the service.

Is an EOR the same as a staffing agency?

+

No. A staffing agency finds and supplies workers. An Employer of Record employs workers you have already identified and carries the payroll, tax, insurance and compliance obligations that come with employing them. Revelation is an EOR and is often engaged alongside a contractor's existing recruiting function or staffing partner.
